What is a stacking ring on a DVD-R?

Some blank media is available without a "stacking ring". Does anyone know what the difference is between blank media with vs. without a stacking ring?

It is the hard plastic center hub around the hole in the middle. Some printable DVDs are hub printable, which means you can print over everything but the hole in the center. They do not have the plastic ring in the center.

Also a stacking ring keeps the DVDs from touching each other on the data side. It gives them a very very slight space in between.
