Can you help me with this tatting pattern?

Hi! I just recently became involved in tatting and picked up a book called "24 Snowflakes in Tatting" by Lene Bjorn. I looked at the first diagram and can't make heads or tails of it! I am referring to the snowflake entitled "The First Day of December".
Are you supposed to start from the outside and work in? It says it's worked in two rounds but I'm not sure where to stop the first round and join the second. I know how to make rings and join and all of that but I'm not sure how to start the project. Can someone please help? Thanks!

I'm new to tatting too, but I can say one thing - tatting doesn't "flow" the same way as some other kinds of needlework (ie knitting or crochet); you can start and end just about anywhere. Personally, I have a lot of trouble with written instructions with tatting just for that reason - I can't figure out where the starting point is! I seem to do better just looking at diagrams, or at a picture of the actual object. Then I trace around it with my finger so I can figure out how it goes.

From what I've seen, a lot of roughly circular patterns like snowflakes tend to start - and end - in the center, so I'll make a semi-educated guess and say the second round is on the outside. I've seen some other snowflake patterns and generally if there's another round it builds on the inside one, BUT - you usually have to join a brand new thread for the second round, because the first round doesn't always end on the outside.

I don't know if that's much help; hopefully you'll get a better answer here from someone with more experience. If not, try the forum at InTatters (link in the resources section); you'll have to join to ask a question, but they can probably help you out. They seem like nice people there. (I joined about a month ago but don't hang out there much.)
