Does anyone know the true way to get Milotic?
I have Pokemon Sapphire and I have used the pokeblocks and maxed out its beauty. I used a rare candy to bring it up a level, but nothing happened. Everyone is saying it depends on nature. I doubt it. Can someone please tell me how to get it? Getting Milotic is the last pokemon I need to complete my stupid Pokedex!
